A Memorandum of Understanding (MoU) was signed between Government of Balochistan and Pakistan Engineering Council (PEC) to provide young engineers with organized and internationally standardized professional training in the province. Under the Technical Human Development Program, young engineers would be offered training as well as employment opportunities. A simple yet impressive ceremony for signing of the agreement between the provincial Government of Balochistan and the PEC was held at the Chief Minister's Secretariat on 27th November, 2025. The MoU was signed by the Additional Chief Secretary Planning and Development Department, Mr. Zahid Saleem on behalf of the provincial government, and by the Chairman PEC, Engineer Waseem Nazir. During a briefing, the Chief Minister was informed that under the Technical Human Development Program, fresh engineering graduates from Balochistan would receive a comprehensive six-month practical and internationally aligned training, and the trainees will be given a monthly stipend of Rs. 50,000. The training for the first batch of 300 young engineers would formally begin on January 1, 2026. Meanwhile, a high-level meeting chaired by Chief Minister was held on 27th November 2025 at the Chief Minister's Secretariat, Quetta, in which the project to provide organized and international-standard professional training to the province's young engineers was reviewed in detail. During the meeting, PEC Chairman Engineer Waseem Nazir briefed the Chief Minister on various aspects of the Technical Human Development Programme. On the occasion, Mir Sarfraz Bugti said that the province urgently needs engineers equipped with modern skills and professional competencies who can play a key role in strengthening Balochistan's development infrastructure. He said that providing young engineers with opportunities to gain practical experience and demonstrate their abilities in the public sector is a top priority of the government.
