Installation of Solar Hybrid Home Systems (SHHS) for Household Electrification in 11 Districts of Balochistan

A meeting of the Provincial Development Working Party (PDWP) regarding the Energy Department’s project titled “Installation of Solar Hybrid Home Systems (SHHS) for Household Electrification in 11 Districts of Balochistan” was held on September 11, 2026, under the chairmanship of the Additional Chief Secretary (Development), Planning & Development Department, Government of Balochistan. The meeting was attended by senior officials of the Energy Department, Finance Department and other key stakeholders. The forum was apprised that the proposed project is aimed at providing household-level electricity through Solar Hybrid Home Systems (SHHS) to off-grid households in 11 of the poorest districts of Balochistan, where access to conventional electricity remains unavailable. The project envisages electrification of approximately 22,451 off-grid households, benefiting an estimated population of 134,704 individuals. The total estimated cost of the project is Rs. 16,497.58 million, with the project proposed on a 50:50 cost-sharing basis between the Federal Government and the Government of Balochistan. The implementation period of the project has been estimated at 36 months. During the meeting, the forum undertook detailed scrutiny of the proposal and deliberated extensively on its technical, financial and implementation aspects. Particular emphasis was placed on the technical feasibility of the proposed Solar Hybrid Home Systems, the targeted outputs, coverage of off-grid households, expected beneficiary population and the overall implementation framework. The forum also examined the estimated outputs of the project in relation to the proposed investment and considered the potential contribution of the intervention towards improving access to electricity in underserved and remote areas of the province. The provision of household-level solar solutions was viewed as an important intervention for extending basic energy access to communities that are not adequately served by the conventional power grid. After detailed scrutiny and evaluation, and keeping in view the technical aspects, estimated outputs and proposed cost-sharing arrangement, the PDWP considered the proposal of the Energy Department and agreed to proceed with the case for its further consideration by the Federal Government, in accordance with the prescribed rules, procedures and applicable modalities
