PDWP Considers Road Development and Rehabilitation Proposals of C&W Department for Various Districts

Quetta, September 11, 2026: A meeting of the Provincial Development Working Party (PDWP) was held on September 11, 2026, under the chairmanship of the Additional Chief Secretary (Development), Planning & Development Department, Government of Balochistan, to consider various road development and rehabilitation proposals submitted by the Communication & Works Department for different districts of the province. The meeting was attended by senior officials of the Planning & Development Department, Communication & Works Department, Finance Department and other concerned departments. The forum undertook detailed scrutiny of the proposals, with particular emphasis on their technical viability, scope of work, estimated costs, road lengths, implementation requirements and expected outputs. The proposals placed before the forum included the following schemes: 1. Rehabilitation / Improvement of BT Road in MC Khuzdar — covering approximately 17.40 km, with a reflected cost of Rs. 448.58 million. The proposal includes construction and rehabilitation of various blacktop road links within MC Khuzdar. 2. Rehabilitation of BT Road from Eidhi Chowk N-25 to Killi Abdullah Kanak, District Khuzdar — covering 6.00 km, with an estimated cost of Rs. 220.00 million. The scope includes road rehabilitation, pipe culverts, a causeway, protection/retaining wall and sewerage line. 3. Development Package for Dalbandin, District Chagai — with a reflected cost of Rs. 500.00 million. The package comprises road works, tuff pavers, soakage pits, a rest house and library, with the road component extending to approximately 18.36 km as reflected in the scope of work. 4. Master Planning of Dalbandin, District Chagai (Modified) — with an estimated cost of Rs. 824.127 million. The proposal includes modifications to components of the approved project, including road works, shop frontage improvements, drainage, utility relocation and other municipal development works. The modified PC-I reflects a total capital cost of approximately Rs. 824.12 million. 5. Construction / Rehabilitation of Black Top Road for Flood-Damaged Portions from Nautal to Gandawah, District Jhal Magsi — Phase-I — covering 29.00 km, with a reflected cost of Rs. 3,000.00 million. The scope includes road works along with RCC box culverts of various dimensions, retaining walls, raising of parapet walls, an RCC causeway, dismantling of damaged culverts and stone pitching. 6. Rehabilitation / Improvement of Mufti Mehmood Hospital Road, Kuchlak, District Quetta (Modified) — covering 2.07 km, with an estimated cost of Rs. 49.733 million. The modified scope includes road repair/re-carpeting, side drains, sewerage and precast works along the roadside. 7. Construction of B/T Road from Quetta-Chaman Road via Killi Momin to Habibzai Chowk, Gulistan, District Killa Abdullah (Modified) — with an estimated cost of Rs. 135.00 million. The proposal covers road construction along with associated pipe culverts, box culverts and a causeway, with the modified works reflecting the requirements of the revised scope. During the meeting, the forum examined each proposal in detail and evaluated the schemes in light of their technical feasibility, proposed scope, cost estimates and implementation requirements. The members also reviewed the engineering components and associated structures proposed under the respective schemes to ensure that the interventions were technically justified and aligned with the development requirements of the concerned areas. The forum noted that improved road infrastructure is essential for enhancing inter-district connectivity, accessibility to public facilities, movement of people and goods, and socio-economic linkages, particularly in areas affected by inadequate or damaged road infrastructure. After detailed deliberation and scrutiny, the PDWP considered the proposals submitted by the Communication & Works Department, subject to compliance with the prescribed technical, financial and procedural requirements and observations raised during the scrutiny process. The Chair directed the concerned authorities to ensure that all schemes are processed strictly in accordance with the approved scope, applicable rules and technical standards, with due emphasis on quality of construction, cost-effectiveness, transparency and timely implementation.
