PSC meeting chaired by the Additional Chief Secretary (Development) on 9th September 2026 reviewed progress on the Badini Border Terminal and road project, considered the SNE proposals in line with the approved PC-I, and directed execution within approved scope, technical standards and timelines.
A meeting of the Project Steering Committee (PSC) of the project titled “Construction of Border Terminal at Pak-Afghanistan Border Badini with Black Topped Road from Obashtai to Khan Dagar Main Badini Road, District Killa Saifullah, Balochistan” was held on 9th September 2026 under the chairmanship of the Additional Chief Secretary (Development), Planning & Development Department, Government of Balochistan. During the meeting, the forum undertook a comprehensive review of the progress achieved on the project so far and discussed various issues and challenges being faced during its implementation. The Project Director briefed the Committee on the current status of the project and highlighted matters requiring consideration and resolution at the appropriate level. The Committee also considered an agenda item placed by the Project Director regarding the approval of the Schedule of New Expenditure (SNE) required for the project. The proposal was examined in detail, with particular emphasis on its relevance to the approved scope, objectives, and implementation requirements of the project. Following detailed scrutiny and deliberations, the PSC considered the SNE proposals that were found to be in line with the approved PC-I of the project. The Committee emphasized that all expenditures and staffing requirements must remain within the approved project scope and be processed in accordance with the applicable rules, procedures, and financial regulations. The forum highlighted the strategic importance of the project in strengthening border infrastructure, improving regional connectivity, facilitating cross-border trade and movement, and enhancing supporting infrastructure along the Badini border area. The Chair directed the Project Director and concerned authorities to maintain close coordination, address implementation-related issues promptly, and ensure that the project is executed in accordance with the approved PC-I, prescribed technical standards, financial discipline, and stipulated timelines. The meeting concluded with directions for necessary follow-up actions on the decisions of the Project Steering Committee and continued monitoring of the project to ensure its timely and effective completion.
